Faith in relocation

The Arroyo administration believes in relocating central offices of its departments to boost whatever program is up in the offing. In one view, its a classic move to present a semblance of decentralization.

It could auger well in an administration that ponders (to be modest) on shifting from presidential to parlimentarian system but shuns a growing federalism movement.

The government took its cue in the SONA vision of super-regions, and moved key departments to areas where “they are much needed”.

In this light, the government moved the Deaprtment of Agriculture, originally bound for Davao, to Baguio City. Davao gets the Agrarian Reform central offices.

But will physical relocation make up for lapses in governance?
