CHR chides military to be more careful, but apology unlikely

M15chr (DAVAO CITY) — The military should be more careful in launching
attacks to avoid hurting civilians, a human rights official said, amid
reports the military has been hit for its offensives against the New Peoples
Army that triggered evacuations and killed a nine-year old child in an
encounter.

The military has earlier claimed Grecil Buya, 9, to be a rebel combatant in
New Battan, Compostela Valley. In pursuing the rebel group who raided on
Easter Sunday the Davao Prison and Penal Colony, military aerial attacks
forced 319 residents of two villages in Panabo City to flee.

Lawyer Alberto Sipaco, Jr., Commission on Human Rights regional director,
said before going to the battlefield, the military must try its best to put
in mind that combatants should not endanger civilians.
Sipaco said, however, that it’s not only the military who is at
fault. “Even the NPA, especially the NPA, should be made accountable,” he said.
